PQRS started several years ago as PQRI (“initiative”) as a voluntary CMS program that provided small financial incentives to physicians who opted-in by reporting the required data Illustrating outcomes / quality of care based on diagnosis / procedure codes. It became PQRS in 2010, still as a voluntary program.
By practices reporting their PQRS data, CMS is able to determine efficiency (or lack of efficiency) in terms of procedures provided vs. improvement in health.
While PQRS is still a voluntary program (as was PQRI), there are penalties for not reporting. Current penalties are 2%-6% based on practice size with penalties being against 2017 Medicare reimbursements for not reporting on 2015’s data.
PM systems can, but EHRs are better. Either way, our systems can mine the data and report correctly.
